    anything a regular flashlight can do…

    the specific ”tactical” uses include
    -blind an assailant [bright immediate light shine in eyes]
    -wound an assailant
    -break glass for whatever reason [they are strong and have sharp edges]
    =search for perps escaping in darkness

    actually some tactical lights can be too bright to use up close
    or if you wanted to turn it on and not ruin your own night vision
    they need to have the ability to be dimmed, for that sort of thing

    they are also frequently too big for EDC use [every day carrying]
